First Review of Draft 2024 English Standards of Learning by the Board of Education
The Draft 2024 English Standards of Learning were presented to the Board of Education and accepted for first review on January 25, 2024.
In-Person and Virtual Public Hearings on the Proposed 2024 English Standards of Learning
The Virginia Board of Education will hold public hearings on the proposed 2024 English Standards of Learning. The Standards of Learning identify the essential content, processes, and skills for grade levels and subject courses. Public comment regarding the proposed 2024 English Standards of Learning may be offered through public hearings or the public comment form below until March 1, 2024.
Each in-person public hearing will begin at 6:30 p.m. Registration of speakers will begin at 6:10 p.m. Speakers will have three minutes to speak and should bring copies of their comments for the Board of Education. Virtual public hearings will be held at a variety of times to accommodate the public. In case of inclement weather, in-person hearings will transition to virtual and notice will be given and registration links provided are provided below. Public hearings will be held at the following locations and times:

Review & Revision of the 2017 English Standards of Learning
On February 2, 2023, the Virginia Department of Education (VDOE) presented to the Board of Education and is proceeding with the review and revision process of the 2017 English Standards of Learning. It is anticipated that the standards revision will be completed by January 2024.
Revision of the 2017 English Standards of Learning
The Code of Virginia requires a review of Virginia’s Standards of Learning every seven years. The English Standards of Learning were adopted in 2017 and are scheduled for review in 2023-2024.
Projected Timeline for the Review of The 2024 English Standards of Learning
Using an established review process and criteria, the Virginia Department of Education (VDOE) plans a review of the current English Standards of Learning according to the projected timeline (February 2, 2023, Board of Education Agenda Item G). The VDOE will seek input from K-12 educators, faculty from institutions of higher education, the business community, professional education organizations, citizens, and parent groups, as delineated in the timeline.
Public Comment on the 2017 English Standards of Learning
School division personnel and other stakeholders may review the current 2017 English Standards of Learning and provide comments, suggestions, and feedback by submitting the 2017 English Standards of Learning Public Comment Submission Feedback Form or by emailing comments directly to vdoe.english@doe.virginia.gov. Comments will be received through March 10, 2023.
Community Engagement Sessions
Superintendent's Memo 043-23 announces the upcoming community engagement sessions and provides details on how to register for these events. The Department will host three in-person sessions and four virtual sessions. Each will begin with presentations by VDOE staff about the SOL revision process, followed by an opportunity for participants to share feedback about the current English Standards and suggest revisions.
Advanced registration is required for all sessions and in-person sessions are limited to 100 participants on a first come first served basis. Confirmed registrants will receive an email providing information about their session and location specific details. The Department asks that all selected participants commit to collaborating with other participants in attendance and be prepared to provide quality feedback to help Virginia create best in class Standards for the children of the Common>
In spring 2023, the VDOE will be forming an English Education Advisory Board (EEAB) composed of parent representation, relevant business and industry/military representatives, higher education staff (SCHEV and VCCS), school division leadership, classroom teachers, the VDOE English program team and literacy experts, including teachers leading and supporting the implementation of the Virginia Literacy Act. This group will provide on-going, one-on-one and full-panel feedback to the revision team leader including practical perspectives on the standards and the recommended revisions.
K-12 English Standards Revision Steering Committee
A steering committee, a subset of the K-12 Standards Revision committee, will meet virtually and in-person in Richmond, Virginia throughout the course of the revision process. All committee members will convene in Richmond, Virginia late June, 2023, to review and make revision recommendations to the English Standards of Learning. The Standards Revision Steering Committee will be composed of English language arts teachers, English curriculum specialists, and VDOE English program staff.
K-12 English Standards Revision Committee
The K-12 Standards Revision Committee includes the steering committee and regional representation of English educators with K-12 English teaching experience and specific content expertise. This committee will include teachers, including special education teachers, division English specialists, reading specialists, and building administrators.
The VDOE is seeking committee applicants to review and revise the 2017 English Language Arts Standards of Learning during the summer of 2023. Applicants must be teachers, principals, administrators, content specialists, or others who have expertise with the content areas and the standards. Such individuals who wish to serve on a committee to review the English Language Arts Standards of Learning must submit an application through the web-based process, Instruction Committee Application Processing System (ICAPS). The application will require a professional reference and division approval. Completed applications are due to the VDOE through ICAPS by Friday, March 10, 2023. Committee members selected on the basis of expertise, experience, and balanced regional representation will be notified by April 3, 2023.
