The Virginia Support Framework

The work of the Office of School Quality in providing additional support to divisions identified by the federal accountability and state accreditation systems will be guided by a new Virginia Support Framework that contains four critical domains. School divisions will have assigned OSQ specialists, consultants, and subject-matter experts who will support plan development and implementation of evidence-based supports around the Virginia Support Framework.

Virginia Continuous Improvement Process (VCIP)

The Virginia Continuous Improvement Process (VCIP) is a model that provides a lens for divisions and schools to view continuous improvement. The Virginia Continuous Improvement Process involves six stages across which processes, structures, tools, and people are connected – all with the intent of helping divisions and schools. When viewed as a model rather than an exercise in compliance, the VCIP gives divisions and schools a process for focused and intentional action, while building their capacity to provide every child and youth with equitable opportunities to learn.

Stage 1 | BUILD A TEAM

Select a diverse group of stakeholders who are representative of the roles within the organization that will lead the work of the improvement process and will communicate the process along the way.

Stage 2 | IDENTIFY

Collect data to identify the gap between the current state and the desired state and prioritize identified needs through the completion of the Division and School Needs Assessments.

Stage 3 | SELECT

Using the findings from the data analysis during the needs assessment process, select a Research-Based or Evidenced-Based Intervention/Strategy to address the identified goals based on the areas of focus.

Stage 4 | DEVELOP

Incorporate the selected intervention/strategy into the Division and School Support Plans that will be used to guide improvement efforts toward the accomplishment of the identified goal.

Stage 5 | IMPLEMENT

Within the support plan include detailed actions, timelines, roles, and responsibilities to guide the implementation of the selected intervention/strategy.

Stage 6 | EVALUATE

Examine, reflect, and evaluate the implementation of the support plan. Consider the evidence that will be collected that can be used to show the effectiveness of the strategies and actions steps within the support plan to achieve the identified goals.

School Improvement Grants (SIG)

Funding under section 1003 of Title I, Part A of the Elementary and Secondary Education (ESEA) is awarded to local educational agencies (LEAs) to support schools identified for comprehensive, targeted, or additional targeted support and improvement. The Office of School Quality issues these funds through a competitive grant program known as School Improvement Grants (SIG) to support identified schools in implementing strategic and sustainable evidence-based interventions focused on improving student outcomes.
