Every school day, nearly one million Virginia students are transported to and from school, field trips, athletic events and other school-related activities on the more than 15,000 school buses operated by the commonwealth's school divisions. The safety of these students is a responsibility shared by school bus drivers, school divisions, VDOE and parents.

VDOE has primary responsibility for the development and implementation of state laws and regulations, standards, practices and procedures to promote the safe transportation of public school pupils to and from school and school-related events. Leadership and guidance are provided to school divisions in accordance with applicable statutory requirements, Board of Education regulations, federal regulations and administrative policies. VDOE conducts on-site assessments and evaluates pupil transportation in each school division to ensure the safety of students and compliance with all requirements.
