Constituent Services & Reporting a School Related Concern

In Virginia, local school boards are responsible for the governance of day-to-day operations and administration of local schools. The Virginia Department of Education does not supervise local school boards or local superintendents.

Issues related to school personnel, teacher complaints, student discipline, attendance boundaries, local textbook selection, dress codes, and grading scales are examples of local matters in which local school divisions and local school boards have oversight.

Visitors to the Department of Education

The Virginia Department of Education follows state agency building security protocols which require all visitors to present a photo ID and to sign in at the security desk on the first floor of the James Monroe Building. After visitors have signed in, they must be escorted by an employee throughout the visit. All visitors to the Virginia Department of Education are strongly encouraged to have an appointment to ensure staff availability and timely customer service. Visitors without an appointment will remain at the security desk until an available department staff member can assist them. Department staff will determine if a follow-up appointment is needed.

The Virginia Department of Education is located in the James Monroe Building in downtown Richmond, Virginia. The James Monroe Building address is 101 N. 14th Street, at the corner of 14th and Franklin Streets.

From I-95 Northbound

Take exit 74A to merge onto I-195 North/Downtown Expressway. (Portions are toll.) Take the Canal Street exit toward US-60. Turn right onto 10th Street. Take a right onto Cary Street. Turn left onto 14th Street. The James Monroe Building is the 25-story building on your left. On-street parking may be available. Otherwise, public parking is located on Cary Street.

From I-95 Southbound

Take 74B -- Franklin Street Exit. Turn right at the light. The James Monroe Building is the 25-story building on your right. On-street parking may be available in front of the Monroe Building. Otherwise, take a left on 14th Street. Then take a left on Cary Street. Public parking is located on your left a block down Cary Street.

From I-64 East- & Westbound

Take I-64 to I-95 South. Take Franklin Street Exit (the first exit after I-64 and I-95 split). Turn right at the light. The James Monroe Building is the 25-story building on your right. On-street parking may be available. Otherwise, take a left on 14th Street. Then take a left on Cary Street. Public parking is located on your left a block down Cary Street.

Parking

There are limited parking meters and on-street parking on 14th Street in front of the James Monroe Building.
