With the passage of the Virginia Literacy Act (VLA) during the 2022 General Assembly, Virginia is leading the nation in enhancing early literacy outcomes for our young learners. The VLA empowers the Virginia Department of Education (VDOE) to assist school divisions through a comprehensive, multi-year initiative that includes tools, resources, technical support, and funding.

A key element of the Virginia Literacy Act requires each division to create a literacy plan that addresses how the division will implement evidence-based literacy curricula, staff sufficient reading specialists to address intervention needs, and offer professional development for teachers, reading specialists, and principals.
