Applications and course submissions for the 2025-2026 school year may be submitted beginning January 1, 2025. Applications and course submissions must be received by 5 p.m. Eastern Standard Time on January 31, 2025.
The review period, approval and denial process will be from February 3, 2025 – May 2, 2025. MOP will be notified through electronic transmission during this process.

General Information
A provider seeking initial approval to become a MOP must submit a complete application by the date and time listed in the News & Announcements section. Incomplete applications will not be considered. A written decision regarding the approval or denial of the application will be provided within 45 business days of the close of the application period. Local school boards in Virginia may enter into contracts with approved MOP to offer approved courses coupled with virtual instructors.
Application
Please submit the application and required documents via the virtualprograms@doe.virginia.gov mailbox by the due date referenced in the News & Announcements section.
Course Submission
New applicants and currently approved MOP may submit new or revised courses for approval during the application window.
SOL course submissions must include a correlation report from a third-party correlation service that verifies Virginia SOL correlation at a minimum level of 90% on the course’s upper-level strands. An upper-level strand is met through a minimum of 90% correlation of its related objectives, concepts, and skills. Career and Technical (CTE) course submissions must include a CTE Competency Alignment form indicating a 90% or higher correlation on all Upper-level strands and related objectives, concepts, and skills including Workplace Readiness Skills. The curriculum area at the CTE Resource Center can be helpful with this process.
Elective course submissions do not require a correlation report.

Email attachment requirement- Multiple SOL and CTE documents should be compressed separately prior to being emailed.
