3E Readiness High School
In August of 2024, the Virginia Board of Education adopted a new accountability structure, the School Performance and Support Framework, that included the 3E Readiness Framework as the high school readiness indicator. The 3E Readiness Framework, designed in coordination with employers, higher education leaders, parents, and K-12 educators, measures student engagement in employment, enlistment, and enrollment (3E) outcome-based experiences that build upon middle school exploration and ensure that students have concrete experiences and course attainment for a “warm hand off” to sustainable pathways in postsecondary life – whether in postsecondary enrollment or training, careers, or in the military.

How does the 3E Readiness Framework differ from the College, Career, and Civic Readiness Index (CCCRI)?
The previous CCCRI only awarded up to one point per student for a limited set of qualifying experiences, while 3E is an “and” model and awards points across all 3E readiness indicators, incenting schools to provide the support for students to pursue a variety of outcomes in employment, enlistment, and/or enrollment to prepare for post-secondary pathway success.

How are 3E Readiness experiences assigned value?
Each of the 3E Readiness indicators includes an index assigning value to experiences based on the rigor of the experience as it translates to postsecondary outcomes, based on workforce, military, and educational attainment data.

How is work-based learning part of the 3E Readiness Framework?
Work-based learning options will be presented to the State Board of Education in Winter 2025. If the Board approves this framework and rubric, the department will propose an addition of work based as part of the 3E Readiness Framework. If approved, the work-based learning component will be added into the Framework.

How does Virginia solicit feedback and partnerships to inform 3E Readiness design?
The VDOE has collaborated with VirginiaWorks, state, regional, and local business and industry partners, state and national organizations, school counselors, k12 leaders and staff, and postsecondary partners to solicit feedback and inform the development of the 3E Readiness Framework. This includes Virginia’s participation in the LAUNCH career pathways cohort, a national initiative that includes Virginia among 12 states sharing practice and policy toward accelerated career pathways for all students.

VOEE leverages data to inform educational programming, policy, and workforce partnerships across the Commonwealth and maintains a robust dashboard of high wage occupations that can be sorted by region and inform family career exploration and school course and credential offerings to align with high value 3E experiences. VOEE high-demand occupation data informs the list of high-wage, high-demand credentials included in the employment indicator as the highest point value, incenting regional high-wage, high-demand careers for students post-graduation.

Enlistment 3E Resources
Armed Services Vocational Aptitude Battery (ASVAB) |
The ASVAB is a multiple-aptitude battery that measures developed abilities and helps predict future academic and occupational success in the military and is administered annually. ASVAB scores are used to guide the 3E enlistment index, and score thresholds have been developed in collaboration with military experts to align with military career opportunities.

Enrollment 3E Resources
College and Career Ready Virginia (CCRV) |
Established through 2024 legislation, the College and Career Ready Virginia program (CCRV) provides no-cost access to all Virginia students to passport and UCGS dual enrollment courses, representing up to 32 credit hours of transferable postsecondary credit to any Virginia university. VDOE is collaboration with the Virginia Community College System (VCCS) to implement robust advising resources to all Virginia high schools to benefit from dual enrollment courses.

Virtual Virginia offers a variety of Advanced Placement (AP) and dual enrollment course opportunities and is designed to meet the needs of students who otherwise would be unable to take these courses due to a lack of availability or scheduling conflicts within their school. Eligible students enroll in Virtual Virginia through their local schools. |
