Virginia Tiered Systems of Supports (VTSS)
Overview
The Virginia Tiered Systems of Supports (VTSS), funded and led by the Virginia Department of Education in collaboration with multiple partners, is an effort to support school divisions with implementing and sustaining a multi-tiered system of supports (MTSS).
A MTSS is a systemic, data-driven approach that allows divisions and schools to provide targeted, evidence-based interventions to meet the needs of their students. This is done through a clearly defined process that is implemented to fidelity by all stakeholders within the school and/or division.
The vision of technical assistance provided by the VTSS is to build a sustainable MTSS through collaboration with divisions, schools, families, communities, and students that results in equitable and improved academic, behavioral, and social emotional outcomes for all. The VTSS approach to supporting a school division’s implementation of MTSS assists division personnel to build the framework for providing support to schools and students in an efficient, clearly defined process that uses data to select and progress monitor interventions.
VTSS functions to support school divisions in integrating data, practices and systems to affect outcomes. The essential elements of an effective VTSS framework are:

- Monitoring Student Progress
- Evaluation of Outcomes and Fidelity
