SUBJECT: Data Collections: Education of Children in Foster Care – Reimbursement of Fiscal Year 2016 Local Costs from Fiscal Year 2017 State Funds and Remedial Summer School Funding for Fiscal Year 2017 (Summer 2016 Program) - Foster Care Due Date: October 7, 2016

Chapter 780, 2016 Acts of Assembly (2016 Appropriation Act), provides state funds for the costs of prior year local operations, as determined by the Department of Education, for certain children placed in foster care.  A detailed description of state funding requirements for Education of Children in Foster Care and instructions for completing the Foster Care data collection are provided in Attachment A to this memorandum.  Attachment B contains the provisions from the appropriation act, the Code of Virginia, and Board of Education regulations pertaining to the education of children in foster care.

Effective with the fiscal year 2016 payment, the collection of data used to calculate state payments for Remedial Summer School has been integrated into the Summer Student Record Collection (Summer SRC).  School divisions were initially notified of this change in Superintendent’s Memorandum #169-15, dated July 10, 2015.  Instructions for completing this portion of the Summer SRC are located on the department’s Web site at the following address:

Due to the student-level data collected for the Foster Care reimbursement, completed Foster Care Excel files must be uploaded through the Single Sign-on for Web Systems (SSWS) portal; please see Attachment A for additional information.

Completed Excel files and signed certification forms for the Foster Care data collection are due to the department no later than October 7, 2016.
