SUBJECT:  2012-2013 Title III, Part A, Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attached are the 2012-2013 Title III, Part A, federal allocations for school divisions that qualify based on the fall 2011 enrollment of Limited English Proficient (LEP) students and/or Immigrant and Youth (IY) students (Attachment A).

The total amount of the allocation is available as of July 2, 2012, through the reimbursement process to school divisions that submitted the Intent-to-Apply form referenced in Superintendent’s Memo #147-12: Intent-to-Apply for Funds Under the Elementary and Secondary Education Act of 1965 (ESEA).  School divisions that receive less than $10,000 for the LEP grant award allocation must apply in a consortium with one or more school divisions to be eligible to receive the award. This limitation does not apply for the Immigrant and Youth award under Title III, Part A.

Upon final approval of a school division or consortium application by the Virginia Department of Education (VDOE), the subgrantee will receive an e-mail with instructions to log on to the OMEGA system to review the grant award notification and to distribute the budgets to the appropriate object code level. If a 2012-2013 Title III application has already been submitted, an amendment to the application reflecting the 2012-2013 Title III grant award allocation, to include IY funds if allocated, must be submitted.

Attached is a list of school divisions that indicated they did not intend to apply for 2012-2013 Title III, Part A, funds (Attachment B) in their Intent-to-Apply for Funds Form.  If the VDOE has not received a federal application for 2012-2013 Title III funds from these divisions by October 31, 2012, the unclaimed funds will be reallocated to eligible school divisions as required under Section 3114(c).
