SUBJECT:  2012-2013 Applications for Federal Program Funds under the Elementary and Secondary Education Act of 1965 (ESEA), as Amended by the No Child Left Behind Act of 2001 (NCLB)

The 2012-2013 federal program applications for ESEA funding are available on the Department of Education’s Web site at:  Each application is accompanied by a set of guidelines and instructions and the name of a program contact person at the Department.  The local consolidated application and the following individual program applications are available:

The deadline for all federal applications is Monday, October 1, 2012. A school division that submitted an Intent-to-Apply form by June 25, 2012, will have the ESEA 2012-2013 funds available on a reimbursement basis as of July 2, 2012.  
Divisions may choose to change from submitting individual program applications to a local consolidated application, or from submitting a local consolidated application to individual program applications. Divisions may also submit a combination of a local consolidated application and one or more individual program applications.

Technical Assistance

Until the final allocations for 2012-2013 are released, the 2011-2012 federal allocations should be used to complete the budget sections of the applications for ESEA programs.  Revisions may be submitted to adjust program expenses at any time during the process until the application is fully approved.  Once the application is approved, amendments will be required.

To provide technical assistance to school divisions for completion of the applications, Web-based technical assistance modules are available for each program. School division personnel responsible for developing and submitting the applications are encouraged to view those Web-based modules that are pertinent to their area of oversight. Equitable Services to Private Schools

Under Section 9501 of Title IX of the ESEA, teachers, and other educational personnel are eligible to participate in federally-funded programs as authorized under the Act. Each school division is obligated to inform officials of private schools located within the division's boundary that private, nonprofit elementary and secondary schools are eligible to participate on an equitable basis.

To enhance the communication between the school division and private schools within its boundaries, it is important to designate a contact for the school division.  The contact will be the primary person for directing equitable services questions to the appropriate staff within the school division.  Please provide the Department with the division’s contact for equitable services to private schools by completing Attachment A.
