SUBJECT:  Revised Local Allocation for the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) for July 1, 2011 through June 30, 2012

On February 10, 2012, the Virginia Department of Education (VDOE) was notified by the U.S. Department of Education of the revised state allocation for fiscal year (FY) 2011 under Title I (Career and Technical Education Assistance to the States) of the Carl D. Perkins Career and Technical Education (CTE) Act of 2006 (Perkins IV) federal fund allocations for school year (SY) 2011-2012 (Attachment A).  Congress enacted Public Law (P.L.) 112-74, the Consolidated Appropriations Act, 2012 on December 23, 2011.  P.L. 112-74 restored a portion of the decrease to FY 2011 Perkins IV, Title I funds, announced in Superintendent’s Memo No. 296-11.  As a result, Virginia has received an award increase of $273,673 from the “across-the-board reduction” of 1.2865 percent ($311,910) announced in October 2011, to the “advance funded” amount available for Perkins IV programs pursuant to the September 30, 2011, Continuing Appropriations Act, 2012 (P.L. 112-33).  This award increase equates to $197, 728 distributed directly to school divisions with $75,945 allocated for state administration including the Virginia Community College System (VCCS).

Attachment B lists the revised Perkins IV allocation and funding increase for SY 2011-2012 by school division.  Each school division must resubmit an amendment to their last approved SY 2011-2012 Local Plan and Budget for Career and Technical Education, Schedules 17 (Budget) and Schedule 18 (Administration Budget Summary Worksheet), to reflect the revised funding increase allocation amount.

Additionally, school divisions are required to submit a revised object code line budget for the Perkins CTE funds increase through the VDOE Single Sign-on for Web Systems (SSWS) using the Online Management of Education Grant Awards (OMEGA) application.  The OMEGA budget transfer request must be based on the newly approved amendment for each school division’s SY 2011-2012 Local CTE Plan.

There is no provision for Perkins funds to be carried over to the next school year, which means that all funds must be expended or obligated by June 30, 2012.
